The Republic Misunderstood: Time to See Clearly What does Republic truly mean? An eighty-year deception is about to fall. Dear Madam, Sir, permit me to extend my most cordial greetings. I am here to present you with a situation in happy unfolding. Everywhere — in Europe or Asia, in Africa or America, in Oceania and even at the Poles — to the question "What is a republic?", one invariably receives the same answer: "A republic is a system of government." And yet this meaning, however globally accepted, is fundamentally wrong. A correct and complete understanding of the term should have been re-established and developed at least eighty years ago, when certain regimes collapsed and an equal number of "republics" came into being. However, those who occupied the various centres of power, with the aim of remaining there indefinitely, deliberately preserved a misleading and reductive historical definition — even though this did not prevent the persistence of evident tyrannical and despotic aspects inherent in the mistaken interpretation. With the grave consequences plainly visible to all. Since minorities continue to deceive peoples for their own benefit, since the deception persists, let us immediately put this thesis to the test, reformulating Republic and Democracy on rigorous logical and rational grounds. We cannot fail to render this service both to these two fundamental concepts of collective life — before they are swallowed up by History — and to the Societies that sustain our lives. We may define Democracy as that social order in which the People rise as Sovereign and establish a Republic: a rich national co-ownership made up of codes, bodies and institutions, goods, properties and resources, employments, powers and incomes. A shared cultural, economic and experiential patrimony, to be tended in solidarity and enjoyed on equal terms. Access to this common good may occur simultaneously, where appropriate (as in a public garden), or through a regular pro tempore succession, as required for public offices, powers and roles. In this way the community can maintain full sovereignty over the common good. Under tyranny the People are excluded from the centre and subjected to the few who hold it permanently. In Democracy, by contrast, citizens can access the core of the social organism — the Republic itself — through an institution, here called the Bank of Public Employments, which periodically redistributes functions on the basis of competence, suitability and personal preparation, as well as the needs of the Country. In this way anyone can contribute to the Republic and become the architect of their own destiny. Society, enriched by all, gains breadth of vision and capacity, and is thus able to seize opportunities and overcome obstacles. In short: real Democracy exists only if the People enjoy a true Republic. If there exists an institution through which anyone may register and stand as a candidate to contribute to the Public Thing, allowing the regular renewal of those who administer it. In the absence of such an institution, both "democracy" and "republic", even when proclaimed and brandished, remain fictitious: confused, intermediate, spurious forms, preserved by those who, benefiting from privileges inherited from the past, refuse to relinquish them and use every means to keep the People ignorant, passive and subordinate. So that the crucial awareness may never arise: what matters is not so much who governs, but who surrounds those who govern. Today's "democracies" are in fact largely incomplete. The evidence suggests that the People are the victim of a blocked evolution — not through any irrationality of their own, but through the determination of a few to remain permanently in power. This is why the world continues to manifest itself as in a past one had hoped was overcome. The concentration of central roles — public employments, powers and offices — in the hands of a few stifles freedom, kills opportunity and corrupts the common good. This is the awareness that is peacefully spreading to enable every Country to reform itself. And to the benefit of the just, a powerful technological contribution has today been added. Specialised intelligence no longer resides solely in human actors — inevitably implicated — but also in objective digital systems. With great speed, anyone can receive critical assessments from their Synthetic Assistants on what has been conceived and developed over thirty years by a single independent Laboratory (external to the system and therefore free from its distortions and omissions), and compare it with the immense material produced over eighty years by the most prestigious academies and research centres. Republic and Democracy have been declined in every fragrance and flavour; except in their own proper and rightful direction. It is difficult to believe that such a gap is accidental. When every power — educational, informational, legislative, and so on — is in the hands of those appointed for life and of the continuously re-elected; when those who govern, manage and analyse the system are clung to it as much, or more than, a mussel to a rock — how can a genuine thought emerge from that compact mass of personal interests? Be that as it may, today anyone can recover decades in a matter of minutes. Concepts such as: the Unique Indicator of Democracy, the Harmonic Social Rotation, its Harmony Index, the first drafts of the Bank of Public Employments, the Republic of Fulfilled Meaning, the Metamorphic SocioSynthesis, the Patchwork Model — these are no longer ignored but are ideas in circulation. Instilling great joy in a humanity long without a project. If, then, your Assistants were to return a positive assessment, take part in this serene future from its very beginning. It will not be long before the words Republic and Democracy — long left as deliberately opaque and empty vessels — become clear and brilliant concepts, concretely meaningful.
